No. ARCSA requires a letter of authorization from the title holder naming the local applicant, plus the WHO-format CPP, the site's GMP certificate and the technical dossier.
Yes. ARCSA accepts registration by homologation for products approved by high-surveillance authorities, with a much shorter dossier.
